Abstract

Pasar properti residensial privat singapura merupakan salah satu yang termahal di kawasan Asia-Pasifik dengan perubahan harga yang dipengaruhi terhadap keterbatasan lahan,interaksi pemain domestik, kondisi makroekonomi, dan kebijakan pemerintah terkait property cooling measure. Penelitian ini bertujuan untuk menguji perbedaan rata-rata indeks harga properti residensiak non-landed antar segmen yang ditentukan oleh Urban Redevelopment Authority (URA), yaitu Core Central Region (CCR), Rest of Central Region (RCR) dan Outside Central Region (OCR) pada periode Q1 2018 hingga Q4 2025. Data sekunder diperoleh dari URA dan dianalisis menggunakan Welch ANOVA dengan dilanjutkan menggunakan uji post-hoc Games-Howell. Hasil menunjukkan terdapat perbedaan antarsegmen dengan signifikansi p<0,001, OCR memiliki rata-rata indeks tertinggi (209,047) lalu RCR (184,775) dan CCR (142,497). CCR menunjukkan volatilitas paling rendah (SD=9,4016). Uji Games-Gowell menunjukkan bahwa antarsegmen berbeda signifikan. Temuan ini menunjukkan segmentasi pasar URA mencerminkan diferensiasi harga yang nyata dan konsisten meskipun terdapat gangguan eksternal seperti COVID-19 dan kebijakan ABSD, dengan implikasi praktis bagi investor, pengembang, penilai properti, serta pembuat kebijakan dalam memahami struktur pasar properti privat Singapura secara komperehensif.
